After lot's of tweaking here is my results. Thus, before Gibbed's Mass Effect 2 Save Editor, then only way to get Freemen (Dune) 'blue within blue' eyes was to make a character in ME1 and then import it into ME2 *without* doing extra modifications in the new facial editor. For some very strange reason BioWare decided to normalize colour ranges for ME2.

Most information in this guide comes from my own 'trial and error' testing, but now it's time to expand. One part of the save editor is it allows you to make a completely new save game! Just create a new one, set all the stuff how you want it, and done, import that. You will need to seek permission from theseauthors before you can use their assets. Other user's assetsSome assets in this file belong to other authors. I'm pretty okay with notepad so if there's a way to hex edit this without frying the save, that'd work too. Haven't found any options for just an ME1 editor that I can edit the save and continue playing ME1.
